If it continues to run, unplug the power to the solenoid coil. If the flow continues, the valve is the problem.
Depending on where the valve is located, removing the screws will let whatever water is upstream in the line flow out. Can you get a catch pan under it? It could have trash in the pilot (the spring loaded plunger in the stem) or the seat may be corroded.
