Back to basics time. Get yourself a headlamp bulb of fairly hefty variety and connect two wires to it. Put the two wires across the battery and see if it lights. Then keep one wire where it is (Ground side maybe) and move the other to the next available point along it's cable (Generally the solenoid). That will rule out a high resistance in the (+ve?) cable and battery post. Then start from the other side and move from the battery terminal to the ground point on the chassis. From there move it to the body of the starter. You get the general idea. If all that proves ok, then put the lamp across the solenoid and it should light, albeit a little dimmer. If that works, then get a real solid, OLD screwdriver and dump across the solenoid terminals. (Be wary, as a hefty current will flow if all is well on the high current side of things) and the starter should spin. Having proved that side (Or found your problem) then short between the live solenoid terminal (Battery side) and the small terminal on the solenoid. Once agin the starter should spin. If you get that far and all is well, just apply the same philosophy to the low current side of things from the feed off the battery through the ignition switch and maybe fuse to the solenoid. Ignore the charging circuit at this stage. One question, when you put in a fully charged battery, do you get sparks? If you don't then I don't understand how the battery is getting flattened.
