Had a similar problem with the Ingham County Sheriff's Department/Michigan State University Department of Public Safety (all DPS officers were Ingham County Sheriff's deputies). Rapes? Robbers? Car Thieves? Na too busy writing parking tickets. Heck good old MSU will even put a hold on your College career for unpaid parking tickets written after your car was stolen, or to put it anther way why bother to impound a stolen vehicle when you can still write parking tickets against it and collect the revenue? Since the driver is traveling incognito they're more apt to illegally park, hey it's not their car so there really isn't any ramifications for illegally parking to them, just the poor schmuck who used to have a car. Just no profit in solving or preventing crime, felony convictions don't stuff the coffers. Besides all those tickets and revenue look good when you want fancy shiny new things or overtime. 23 years after college I went to work with a county in Northern Wisconsin, 60% or more of the speeding tickets written in our County were written by the State Patrol, I always found it interesting that one State trooper could write more speeding tickets and moving violations than the 30 man Sheriff's department UNLESS they got a enforcement grant and had to write tickets to justify getting the grant and thus the overtime.
