It looks nice in the picture. 1997's are 17 1/2 years old already, so it should be depreciated down pretty low even with the low miles (low milage adds 40 percent maximum to book values). Hidden rust and dry rot on rubber parts will be problems. The headlights look somewhat cloudy like it has spent time parked outside.
Check the book values and trade-in values to get a price range. It may look nice, but if someone hits it, insurance companies won't pay your brother much for it, so he shouldn't pay too much for it either. Dealers also don't like older vehicles unless they are in absolutly pristeen condition, so his future trade-in value will be very low.
It could still be a nice tow vehicle for low useage, if the price is right. I'll guess $3,000 to $5,000 will buy it. Dealers will ask much more, but will come down fast if they actually want to sell it.
If you brother is really serious about buying it and the price is too high. Have him spend $100 to have a different shop put it up on a hoist and check it overwell. It may help you brother become less "in love" with it and help him negotiate a realistic price.
