In Task Manager, look for processes that are burning a lot of CPU time. Anything with a "CPU" reading of more than 10 is suspect. Often the problem will be your browser, caught in some sort of loop caused by a poorly designed web site. Not much you can do other than avoid those sites.
Task manager is a good start, but if your internet speed is slow there's a good chance you have malware that's clogging your network connection. You can see exactly what the network traffic is using Wireshark. It is a very powerful tool, but it has a fairly steep learning curve. It is free.
