Take a closer look at the next rollback you come across.
You'll see that the car is chained down at the rear axle, along with the winch cable up front. Lots of times you can't see it due to the angle.
They have those wrecker chains with the big hook and a little T-shaped thing on one end. Either they hook over the rear axle, or they stick the T-shaped thing into a shipping slot on the car's frame, then drop the loose end of the chain through a keyhole slot in the floor of the rollback bed. One final tug on the winch tightens it all down.
These guys operate in the presence of the police and DOT on a daily basis. No way they'd risk fines and their livelihood by not properly chaining down a wreck.
