Actually, if it's not safe to move completely into the passing lane to to get around another vehicle, then it's simply not safe to pass there at all, and you should not be trying to pass there.
What do you plan to do if an oncoming vehicle suddenly shows up - either meet the oncoming vehicle three abreast as you straddle the center line, or quickly pull back into the lane and crash into the vehicle you were trying to pass? Do you expect the oncoming vehicle to drive into the ditch to avoid a crash with you? Think ahead a little when you try to pass!
It may be inconvenient for you sometimes, but it is the safest for everyone when tractor drivers, heavy equipment operators, and bicyclists hold their lane when it is not safe to pass them, by moving to the left hand portion of their lane until it becomes safe to pass them again.
Sorry for the lecture, too many people try to pass slow moving vehicles when it isn't safe. It's unnerving to come over the crest of a hill to suddenly find someone stuck straddling the double yellow lines into your lane because he just had to pass a slow moving vehicle where it wasn't safe to pass it.
