Could be inhumane to keep a dog chained up all the time too. I would rather see a dog that is free to roam than a dog tied up all the time not being able to enjoy themselves. This of course depends if they are chasing the neighbors cattle or kids or causing other kinds of mischief. My dog was kept in by an underground fence But I didn't have the heart to see him stuck by the house when he could be chasing rabbits and such on the rest of my few acres.
