There are special glues made to bond brake material to the shoe. I"ve done riveted brake bands for cranes and other things for years, but for the bonded stuff I take it to someone who specializes in doing it. For me there is a local place called CECO Friction Products. They have done a few bands for me over the years and I"ve never had any problems out of their work.
That said, JB weld might work, and then again it might not. Now I understand this is a piece of equipment, not a high speed auto, but to me it still begs a question. To me that question is this; when it comes to something like brakes, do you really want to trust your life, or someone else"s life, on doing something yourself, with JB Weld, that should be taken so a pro that has the products and the knowledge to do the job right? Personally I have headed down a hill, and into a curve, on a rubber tired loader only to discover it had no brakes. I got through the whole incident without wrecking, but it still scared the crap out of me.
