Ground the field and if it charges the regulator section of the voltage regulator is bad.
If it still does not charge, then jumper from generator armature to regulator "BAT" terminal. This bypasses the cut out relay in the regulator. If it now charges the cut out is bad.
If it still does not charge you have bypassed both sections of regulator so attention then shifts to being a generator or wiring problem.
When jumpering the generator ARM or FLD studs be careful, as arcing can ruin the threads.
Do not assume that a new regulator is a dependable working device.
