Can you open the throttle by hand?
With the engine off, and the dash lever set fast, the throttle should be wide open and held open by the gov spring.
If not, recheck the linkage for binding and in proper position.
Take the link between the carb and governor arm (the arm without the spring) off. The arm should spring forward (I think). If it doesn't have spring tension, or will not freely move, there is a problem in the governor assy.
Remember, the gov spring should pull the throttle OPEN. The spinning weights in the gov push it CLOSED.
