Government agencies are kind of like your family doctor. Your family doctor doesn't want you dead, but they really don't want you perfectly healthy, either. If you're dead, you don't need the doctor, if you're healthy, you don't need the doctor, but somewhere in between, at some time or another, you will need the doctor. Government agencies don't want to be nearly perfect or perfect at what they do. They don't want to fail miserably, either. They want you to have the occasional experience or know someone who had an experience to need them. If they're too good at what they're supposed to be doing, they risk looking unnecessary and may have funding cut back. If they fail horribly, they know it will make them look bad, and the public will raise enough heck that they will have to answer to elected officials, sometimes publicly (congressional hearing). They also can use our money to broadcast how much we need them, and to obtain more and more power for the "public good".
If ever you don't feel safe about our/your food supply, how it's handled, prepared, bred, or "modified", it is still legal to grow/raise your own food, and store, handle, manage, and maintain it in the fashion you so choose. Then again, those activities and consumption of the end product can very well sicken or kill you, too.
