Likely the diaphragm for the High side regulator in your convertor has got a leak. This allows high pressure fuel to the low side regulator and the low side valve can't hold it back.
I have gotten a rebuild kit for ensign in the past but need to go looking for the contact info. Last kit I got was something like $75 and that was probably 10 years ago.
