When you have only so much ammo you don't fire at every little thing. I have several skunks that come to visit daily. They come right between the cats on the back porch and eat the cat food. The cats seem to have a respect for the Polecats. The skunk isn't going to spray unless they are startled or cornered. I can open the door and tell the skunk to get out of here and they don't spray. Having the tail up is just to be prepared in case they need to fire.
If you look closely at the skunk's head you will see that it is closer in size to a squirel than a cat. There is a lot of coat and not a great sized body. They tend to stomp their feet when agitated. They can also very rapidly swing around and point that gun at you.
