Go to a post office that handles passport aplications and they will be able to answere questions, and also help you on the application. The card only allows you to go to neighboring countrys more or less, and does not allow you to fly. You have to have the book to fly or to go to all countrys. The airline will not let you on a plane that is flying out of the country unless you have the passport book in hand. They know that you will not be allowed into the country you are going without it. I got my passport through the mail and it took about 2 months. If at all possible, get it way ahead of time if you know when you are leaving. They are good for 10 years.
