It should drop to just above zero within a few minutes after startup, and kind of bounce around there (as the regulator kicks in and out). If the amperage goes up or down with RPMs, and never drops back, you've probably got a bad regulator. To test, take the regulator out of the circuit by grounding the Field (either at the generator or the regulator), and put a jumper wire between the Bat and Gen (or Arm) terminals on the regulator- if the ammeter just goes higher and lower based on RPMs, the regulator is not working.
