You were close, but the adjustment is a half hole short. Does it lope at just above idle? If it does lope at just above idle it could be the idle adjustment is not right or the idle circuit in the carb is plugged. If the carb is OK the throttle linkage rod between the governor arm and the carb might be sticking or rubbing on something. It needs to be perfectly free to move or the governor will surge.
