I would take the return fitting out of the top of the injection pump. This is an elbow fitting. It has a check valve built into it so be care full if you blow it out. This check valve has a clear glass check ball in it so seeing light through the fitting still does not mean it is not plugged. If you find small black specks of rubber in that fitting the injection pump will need overhauled. The governor dampening ring is falling apart. Then the small pieces of rubber plug up the pump. The return fitting is usually first and then the internal parts in the pump.
