There's nothing wrong with kids riding an appropriately sized quad or dirt bike wearing ALL the necessary safety gear. They can get hurt but they can get hurt on a bicycle, skate board, playing sports and any number of other activities too. The BIG problem is the parents that don't properly instruct them and supervise them or find someone qualified to do the same. I operate an MX track on weekends and some parents couldn't be bothered and just let their young kids do as they please. I've had to step in and educate a few of them. It's not the same as letting the kids hang out at the mall. Most small quads/bikes have throttle limiters, tether switches and some even have a remote kill switch for the parent. You can't just get a kid a bike/quad and let them go. The parents are the ones that are supposed to be the responsible ones. Sadly some have no clue.
This is a very tragic example. Where the heck were the parents when the kids were riding in or near a creek? Maybe there should be charges... to the parents for neglecting to properly supervise their kids.
