You can't tell the difference, someone in need or just a con artist, and its fine to play it safe because of that.
One morning around 6AM while working on a job in NYC next to washington square park, I had gone around to the passenger door of my f150, to get a roll of blue prints, and other things for work. A man rolled up on me silently, on a bicycle, this was during the winter, it was dark, never heard him and he wanted money and was not shy about it. I had tossed everything back in the cab and had reacted harshly, having been startled by someone tapping me on the shoulder in the dark. The man was being aggressive about it, I told him to buzz off loudly, neighbors shouted out the windows at me ! Told them to buzz off too as I fondly remember, this was right on the NYU campus. The guy threw the bike on the ground and came after me, he took a swing at me, which was blocked, his arm caught in a hold, his leg blocked and he was thrown to the ground. I see NYPD sitting in a patrol car on the other (south) side of the park, so I go over and tell them what just happened, literally in front of them, too busy with who knows what to see though. Officer says "you didn't hit him did you ???" Nope, he fell! Fun way to start off the day, some can and will be violent.
IF you truly knew the person asking for help was legitimate, its a good thing to do, helping someone, but you just never know, could be the exact opposite, robbery, theft, assault etc.
The man mentioned above wanted to harm me, probably rob me, thankfully he did not have a knife or a gun, club etc., or tried to assail me when he had the element of surprise. He was surprised when he was tossed to the ground, leaving me time to go to those guys in the patrol car, who did nothing, well they drove over to him, but that was it, I watched from where they were, then went to work, following days I looked around for jerks like this guy, never saw him or anyone of the sort again.
