Might have been a couple years ago already... but a small city newspaper in MN did a series of investigative reports - they found that indeed, most of the panhandlers had cell phones, plenty of smokes AND had nice cars parked nearby in the mall parking lot. At the end of their so-called "work-day", they hopped in and drove to a nice apartment building or to a decent motel (some stopped at a bar or a restaurant before calling it a day).
As someone else mentioned... we too, try to help folks by donating at church and through legitimate charities. We barely carry any cash at all and if I was in a situation where I had lost my purse and had no checks/money - I'd call the police or a church - NOT approach random strangers asking for money.

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
