JohnB, I went to ebay, did a search on 13 hp honda flywheels. Some are selling new ones for $45 free shipping. Another guy is wanting $125 for a new one and $12 shipping.
The place where I got my starter kit wants $115 for complete kit, starter, flywheel with starter teeth, genny coil, key everything.
Some were asking more for used flywheels than new.
I found that to be true with used trailers, that's why I bought new trailer.
