It doesn't really sound like a scam because a scammer would try for much more than just an extra ten percent. It's probably an honest mistake on the seller's part, and the seller is responsible to take that loss, not you.
If ebay gets involved there is no way they can make the seller complete the transaction. Ebay will most likely cancel the transaction and issue you a full refund. If the seller is allowed to re-list the item you can bid on it again if you want to, but the seller will likely re-list it with either the correct now higher shipping cost, or a higher "Buy It Now" price.
The question for you is can you buy another drawbar at less cost some place else? If you can, then let the transaction be cancelled, get your refund and then buy one elsewhere.
If you won the auction at a real bargain price, lower than your maximum bid was even with the additional shipping added on, then I might consider paying the additional shipping just save time and complete the transaction.
It's your call, I believe you are in the right, ebay does too, but there is no way to force the seller to complete the transaction, a full refund is most likely. Good luck.
