Yes, that is very true of "city" folks. In fact it is so common that they get insurance for a pay by the month program then they only have insurance for 1 month, cancel the coverage, then drive anyway. An old boss of mine had his license tab sticker stolen so many times off his license plate that he ended up making a lexan/polycarbonate cover that was bolted to the car to prevent it. (these "city" folks are too cheap to pay for a license sticker and just steal one instead)
