Not to long ago I read a report that by state some run into the 40% of vehicles on the road are either uninsured or the driver has a revocation, suspension or just plain doesn't have a license. Worst states were southern states for the most part and had little to do with living in the country or the city. It had more to do with area income. My area isn't good for that. Folks buy a per month plan, state doesn't even ask for proof most of the time, and issues tabs or plates. Try buying a hunting or fishing license and you gotta show picture ID and they prefer a DL or state ID. We got a lot of people working just above minimum wage. Seems most often the ones without insurance are the ones who like weed or booze a lot. same people you see driving on a donut for 1-2 months at a time, but they are in the bar every Friday night.
