Thanks for all the responses. It sounds like the states as a group have quite a variety of laws and policies.
I might start by writing a letter to the Nebraska Insurance Commission and see what response I get, if any. My agent tells me she's required to report all policy sales and cancellations on a daily basis, so it apparently would be possible for the Insurance Commission and DMV to be coordinated, but it would take some extra manpower.
Thinking back, I have an old beater '78 Chevy 4X4 with a snow plow on it that I no longer put plates or insurance on. Just use it off road to plow snow, cut firewood, etc. Back when I got a newer pickup and decided to keep this one for off road use, I simply let the plates and insurance expire and I suffered no consequences. But, that's been many moons ago.
