Just like most states we in CO have to prove we have insurance when we buy our plates each year and like in most states it does not prevent people from getting insurance and canceling it after plates are obtained. I don't know what the fix is either. We buy uninsured motorist coverage to cover it, but the deductible can be high depending on how well you want to be covered. I might be wrong, but I don't think the insurance companies are required to report canceled polices to the DMV in CO. What is the fix? If we tax the fuel to cover liability the people that drive cars that get great mileage get a good deal while those of us that drive vehicles that don't end up paying more just because we drive pickups and SUV's. Last time I talked to my agent he told me that the estimate in CO is 40% of the cars on the road are not insured. Pretty scary considering the potential medical bills that could come up if you end up getting hurt let alone the cost to replace a vehicle. CO also has a law that if you are stopped and cannot provide proof of insurance that your car can be impounded, but it is seldom enforced. I guess liability insurance could be tacked on to the price of the tags each year and be required to be paid at that time for the entire year and the insurance companies not be allowed to refund money unless there is a title change showing a new owner has ownership of the vehicle and plates be turned in immediately as well to get your refund. It would be more paperwork and kind of messy though.
