Not a manufacturing expert but I have lived around the cycles of the aircraft industry for 40 years, and the staffing levels of engineers and production workers are not necessarily tied together at all. When the down turn is expected to be huge, such as right after 9/11, both sides of the plant suffer, but for normal cyclical ups and down there doesn't seem to be much relation.
