1. It will be more difficult to mount the tires because you're not only trying to stretch them over the rim, you're trying to squeeze them sideways much further than they would on a correct size rim.
2. Depending on the tire, they may look a bit "pinched" at the bead and quite rounded at the tread. The center of the tread will probably wear first.
That said, if you can manage to mount the tires without cutting the tube (a challenge regardless), they will hold air, stay round and black, keep the tractor up off the ground, and allow it to be driven and used. It's not ideal, but it will work.
