I agree with MWJ you did not try the JD 4640 in the correct gear. C1 and C2 are your main work gears for tillage. C2 would be right at the 6.5 MPH. B4 is faster than that. I think with 20.8 tires it is around 7-8 MPH.
Here is my Opinion on both tractors. They are both too high for today's market. Last spring they would have been in the market. Tractor values have dropped.
The IH 1566 is WAY over priced at $13,000 with an open station and 5500 hours. Unless it is in collector shape that tractor could be bought for 10K in many places.
The JD 4640 is too high too. The hours and the fact it is 1000 PTO just KILL a JD 4640 on resale. A JD 4440 will easily bring $4-5K more. That JD 4640 is a $12-13K tractors at the most.
Both of these tractors could be right where they might need an engine overhaul. The IH 66 series motors has sleeve issues that came out if not maintained correctly. The JD 466 motor is great but a JD 4640 is mainly a tillage tractor. So it has been PULLED most of those 9500 hours.
Personally I would keep looking. Several big reasons:
1) Both of these are priced a little high.
2) The farm equipment market is cooling off after the crazy highs the last 3-4 years. So I am willing to bet that you can find better iron for the same or less money.
