A missing plunger on the solenoid will make it backfire.
I guess you will have to take the carburetor apart and see if its in there. Time for a cleanup and a kit anyway.
A lot of backyard mechanics cut the plunger off the solenoid if it goes bad. But I don't know the history of your particular machine.
Other thoughts: Have you tried to kill one cylinder at a time and see if the rpm drop is about the same for both? Have you done a compression test and a leakdown test on both cylinders?
