I have spent a lot of years in supervision and management of firms that had trucks, I've met a few that were skilled professionals and a few I could justify killing under the "all enemies foreign and domestic" part of the oath of office I took to become a military officer. I usually found state police to be professional until I had to deal with DOT officers from Tennessee and Mississippi. Some of the stuff they'd try to pull would indicate a lack of ability to read and write on the 8th grade level, but they were union and got away with it. There was one that was pretty good and really tried to implement the letter of the law, let somethings slide because one rule or law would indicate that we were legal. It's like he would write or fine us if he couldn't find a reason not to. Others couldn't understand the concept of an exempt law (even when we had copies of the statute in the truck). But there was no ramifications of their incompetence so nothing was ever done about it.
