It switches the hydraulics from position control to draft control. As it is now it is in position control. You will be able to control the height of anything hooked on the 3 point. Such as lowering and holding a constant height of a brush cutter.
If you move the lever to where it points at the ground it will be in draft control. This is used for plowing. The internal workings of the system lifts and lowers the plow. If you are plowing along and hit a hard spot the hydraulics will lift the plow some to get past the hard spot and then let it go back down on its own after past the hard spot.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
