While the drain plug is out, Dump some kerosene in the oil fill and let it drag out any more water. Let sit for kerosene to drain completely. Run it a while, let sit a few hours and crack the drain plug till it starts dripping. Check to see if any more water comes out. My guess is it got condensation in the block or rain got in somewhere. My H got condensation in the governor and distributor for a while. It would start sputtering bad and I would have to pull the cap and let it dry out. Happened from running it in winter and for short runs.
