How does the inside of radiator look--through the cap? If it has rust or white corrosion, it will need cleaning. If it is reasonably clean, check that fan belt is working as it should.
I have seen water pump fins nearly worn off or an obstruction inside block or water pump.
Got to consider the age of machine and what kind of life it has had.
