Try the Calci- Solve or whatever the other guy recommended, if that doesn't work try the CLR, if that doesn't work go to a farm supply and get some of the Acid dairy farmers use on their milk equipment to control milkstone deposits (it's a phosphoric acid), if that doesn't work look for 66 baume Hydrochloric Acid (may also be called Muratic acid) if you work at it long enough the Muratic will dissolve the mineral build up OR the heater core itself. By the time you get to the Muratic/Hydrochloric acid your are employing the Nuclear option on mineral build ups. But before I did all of this I'd make sure the valve that controls flow through the heater core is working and isn't plugged itself.
