Oliver 1855 Perkins diesel

I had the engine overhauled about 500hrs./3 years ago. The engine runs fine at anything less than about 1700 rpm. If I go over that, the engine starts surging slightly, the tach needle moves back and forth about 300 rpm (when not in gear). After reducing speed the engine surges slightly at all rpms and sounds more noisy (knocks, sort of). If I shut the engine off and start it again, it runs fine untill I go over the 1700 rpm or so. The engine does not heat and does not hardly use any oil. The oil pressure stays around 30 after it is warm. The injectors are supposed to be new. Any ideas on what could be the problem? I was also wondering if it is normal for the engine to idle rough. It always has and there are no other Oliver diesels in the area to compare it to, and I was wondering if it was normal. Most other types of 6 cylinder diesel tractors that I've heard idle smoothly. And finally, does anyone know where I can find an owners manual? Thanks for any help.
