Arm should go between the ears..for cat I and Cat II. I think there should have been a spacer to go on the inside of the ears to hold the pin in the right position for Cat II arms. You should be able to make one easy enough. Make sure the sway blocks or chains are set for Cat I.
If you look closely at the pin, it is not long enough for the arm to go on the outside....and it is a stepped pin, so you just can't grab any old pin to make it work. You could add the bolt-on style pins if your arms won't go narrow enough, but it might bend the bracket over time. Snowblowers take a lot of abuse...
