Costco does a big business in new tires and piles up the used tires. Sam's sells tires and keeps the take-off tires too, but not as many as Costco.
I've seen semi-trailers parked near the tire shops at Costco and they were loading out used tires into the trailer. I'm reasonably sure that a lot of those get sold to used tire places. I'm guessing that the Costco tire shop nearest to us can file a semi-trailer with used tires every other week.
Driving the freeways around here, I never run my tires too far before I replace them with new tires. Knew a man who ran tires too long, had a blowout and was killed along with all of his family. Just not worth the risk on high speed freeways.
