Like so many technical and engineering decisions, there are TRADE OFFS involved. Liquid can be transported by say rail cars which can involve risks and hazards and certain environmental impact and x dollars, OR it can be transported by pipeline with its risks and hazards and cost and impact or even by truck (I doubt, too many gallons). I dont have the specs or statistics or data or safety and risk and cost factors to make an informed decision which may be best. I'm sure there are opinions one way or the other (everyone has an opinion on such topics, even if they are totally ignorant as mine would be not having any technical information) but Id guess its a very complex and very technical engineering question to figure out which transport method is best and safest and most economical.
