Typical master cylinder problems are 1) Leaking fluid from the rear seal. 2) Bypassing internally, as in the pedal creeps down.
Best solution is to replace it, they are usually rust pitted beyond repair. There should be a casting number on the cylinder that can be referenced by a good auto supply.
Also the wheel cylinders will need to be replaced or repaired. Something that old, unless it's already been done, will be leaking or stuck. Again, there should be a casting number.
Check the brake lines for rust, kinks, rubbed through abrasion. Check any rubber lines for rot, replace if you can find them. Keep everything clean, do not use petroleum based solvent, use spray carb cleaner, brake cleaner. If the shoes are worn they can be relined at a truck brake shop. If they are oil or fluid soaked, for off road use they can be cleaned with brake cleaner, sanded (caution asbestos!) and sometimes saved.
