As long as you're starting it up a few times a year, really no need to do anything else.
I'm assuming it's kept inside, or at least under a roof. That's much better than tarping it outside. If it's inside, a light cloth cover will keep the dust off, just check it for rodents!
Problem with draining fluids, blocking up, etc., it makes starting it up a major ordeal. Better to keep it ready to run, and run it! Run it long enough to get it up to temp. And not just sit and idle, actually drive it to get the oil moving, keep the seals wet, move the tires to a new spot.
As far as fuel, trying to keep the tank full will be more likely spoil before it gets used. Just add some stabilizer, try to run it enough to use the gas before it gets too stinky. Do drain the carb though.
The only other thing I would recommend would be to block the clutch down so it doesn't stick.
