I'm not sure why they would require a 4 wire cord only in mobile homes. I have my speculations but that's all they are, speculations. I would always use a 4 wire cord on such items. It not only protects the homes but the users. The green and white wire connect at the same bar back at the breaker or supply box in the home or building. You have the black supply wire coming into the appliance and going thru to the white-neutral. But if this circuit would become open for some reason and touch the appliance internally the green would act as the neutral and take it back to the supply box rather than letting the user become the conductor. This is why I always use 4 wire on appliances.
