George, I think the NEC now requires four-wire outlets for new construction, but since there are a lot of existing houses with three-wire outlets, dryer manufacturers have to allow their products to be wired with either three or four wire cords.
I've never understood the rationale for requiring four-wire on mobile homes; I've always assumed the risk of electrocution is higher in a mobile home than in a conventional house. Maybe there's a concern that the mobile home won't have a good earth ground. But any way you look at it, it's preferable to isolate the equipment ground of an appliance rather than tie it to neutral.
