I retired as a Code inspector. Regulations and codes are compromises, between what some person / group KNOWS just what must be, versus what some other person / group knows that they can tolerate. The compromise is agreed to by everyone, as the art of the possible. Reason they were prohibited, is they will actually funtion for a few years, before the spring rots away. Cheap, will work for a few years..... oh, shoot, let's approve it. Ya get what you pay for. Can be replaced cheaply, if anyone notices it has failed. Cost af few dollars, versus the actual Code-approved vent, that costs $35.00.
