Use a small hammer and punch an tap on the shaft as close to the wall of the carb throat as possible. Both ends,from both directions if possible (flow of air and opposite flow of air) Also tap on end of shaft that choke wire connects to. Keep spraying the penetrate on it as well. Heating and cooling may help, but used caution.
