It helps if you give us more info to go on. I will assume you have a pre 1965 4 cylinder 4000? The early ones of that model had a cable operated steering system. It used a cable in the steering column to operate a hydraulic control valve in the front end. It wasn't one of Fords better ideas and later models used a valve in the column to control the steering cylinders, As far as I know, no repair parts are available for it. Others here have updated their steering to the newer style or like yours jury rigged something else to get by.
