If it were cold or loaded a lot, the steering would get stiff. The problem turned out to be the screen in the resuvoir was stopped up. Someone had mistakenly put power steering sealer in it instead of fluid. The pump was starving for fluid and would draw air into the system and foam the fluid even though the resuvoir appeared full.
