Does the tractor have a neutral position on the forward/reverse lever by the steering wheel? There is the of chance that there is a sticking valve in the system, but usually when the valve sticks (it will stick open) that there is no drive and the steering doesn't work unless the tractor is reving higher than idle...
Take the seat out of the cab (4 bolts under the mat - and the electrical connection for the operator presence switch/ air compressor), and on the top of the transmission housing is a valve block, has clutch and pto cable going to it and some solenoids (about 12inches sq/30cm sq) take the block off and check the valves inside, one of them may be stuck...
This stuck valve causes all sorts of issues, as hydraulic oil is dumped back into the transmission housing, it steals oil from everything else it seems... took me 3 months to find this issue after the CaseIH dealer wanted a new pump/compensator (major $$$$) - which we did and no change) so i took the tractor home and slowly went through the entire hydraulic system...
