If all you are goping to do is pull it around the farm (no high speeds) you don't need to machine the rim. Just take any wheel with the correct lug pattern and a 13" wheel. Carefully layout a circle at what ever diameter they will mate the best on both of them. Then cut carefully with a torch leaving a little stock on the hub portion. You can use a disc grinder to clean up the cut surface and transfer the actual cut from the rim part to the hub portion. Grind to the line and it should fit plenty good enough to weld together. I have done this several times to make wheels for plows and wagons, etc. and it has always worked for me. Good luck, Paul
